A Davidson homebuilder is seeking a conditional rezoning to build 44 houses on 59 acres off Shearer and East Rocky River Roads in east Davidson. Builder Karl Plattner’s plan for the Narrow Passage neighborhood calls for a combination of large houses on large lots near the rear of the property and smaller houses on narrower lots near Shearer Road.

A drop-in public workshop is planned Monday, March 16, from 4 to 7pm, at Davidson Town Hall. The workshop won’t have a formal presentation. Resident scan see plans and question the developers and Davidson Planning Department staff.

The 59-acre site is bisected by a Piedmont Natural Gas pipeline that was constructed through the area in 2012-13.

Plattner is seeking conditional zoning because the plan calls for more units than allowed and setbacks that vary from the town ordinance.

Town Manager Leamon Brice said the project could set a precedent for development in the rural east side of town.

“This land is in our rural planning area, so any decisions made for this parcel could set a precedent for how the rest of the rural area in Davidson is developed,” Brice said in a press release. “We hope to hear feedback from as many citizens as possible on Monday.”

The land is outside the town limits, but within the town’s planning jurisdiction, or extra-territorial jurisdiction (ETJ).

In his application for the rezoning, Plattner described the project as “a rural collection of homes situated carefully and thoughtfully on a totally wooded tract of land in such a manner as to preserve all of the most sensitive and magnificent natural features.”

The smaller homes would be in a setting described as “a rural English village cluster,” facing a green. The remaining homes will be “tucked into unobtrusive settings” on larger lots. Individual homes will have unique designs and the site will have walking trails and play spaces.
